Chat function added

You guys asked and we listened,

A lot of members requested that we add a shoutbox/chatbox so users can discuss small issues that are not worth posting a thread about. I personally hate the vbulletin plugins for chat so I have developed my own system on the loader panel.

We will also look at the possibility of adding this chat into the hacks themselves.

The chat is still under development and will be changing live but feel free to use it while we improve.
